Work Procedures:

 

A.- Registration  of a new Community  Working Group over a concrete target: anybody can propose a new issue or target to be improved in the community, society and/or ecosystem, but we need at least three people in order to include a new working target in our system tools : 

 

  1. Suggest an initiative sending an email to collaborationagreement@gmail.com (in the future using a tool - it may be a webform, mobile app, or another method, as long as it is very intuitive, easy to access and remember for everyone without a learning effort).

  2. The form to suggest initiatives will have pre-built-in sections:

    • Description of the suggested Community Target Improvement (or social or ecological targets)

    • Expected benefit or achievement for the community, society or ecology.

    • Possible measurement indicators.

    • Clarify and describe the community target, the people that support the idea and would be willing to work on it, and if apply, the production and commercial areas that could be involved.

  3. All current Governance  Members will have the opportunity to improve the proposal, become a formal member of the new working target, and vote to approve or reject it  (61% to accept a new Community target working group).

  4. We have to ensure that the new target is a real need and has concrete possibility to be openly improved. The first formal members have to prove that they are motivated to push the developments over the proposed targets. 

  5. To avoid voting apathy, the voting power of any member who does not respond to a call for a meeting or a vote process within one week, will not be considered in the voting calculation. To avoid situations in which a wrong decision is taken by a small group of people, every decision can be disputed and reverted by the community by reaching a 51% “revert vote” within a week from the date of the decision (as indicated in point 6).

  6. Any member can create a new Voting process by sending an email, as well as ask for a new meeting (which applies as a new Voting process and if approved, also as a new meeting). (Point 6 and 5 applies anytime and in any voting process).

  7. If it is approved, all the new ones proposed the community target become Governance Members and get two (2) hours community work for voting power.

  8. With in the early Governance Member there are administrators that will create the environment with in a software for task and project Management (Open Project) and feed up the Power Distribution file. Moreover the collaboration Gmail will be setted up.

B- New task proposal.  anybody can propose a new Task for a concrete Community working Target, already existing in our open working tools: 

 

  1. Suggest an initiative sending an email to collaborationagreement@gmail.com (in the future using a set tool - it may be a webform, mobile app, or another method, as long as it is very intuitive, easy to access and remember for everyone without a learning effort)

  2. The form to suggest initiatives will have pre-built-in sections:

    • Description of the suggested initiative

    • Expected benefit or achievement over concrete indicators for the community

    • Expected date of delivery

    • Required effort (working hours, people)

    • Required resources

  3. All current members will have the opportunity to improve the proposal, vote to approve or reject it (51% to accept a new task).

  4. Members have to decide and vote for a concrete “validator(s)” for the new task. Validator/s can be a pair of current members or any organization or person following a voting process with in current members. 

  5. The members have to specify a budget for this validator role. The basic activity for the validator is to help to define the New task definition, and give a ¨formal approval¨ when the task has been successfully executed. He or she also has to assess the quality of the delivery, rejecting it if deemed unsatisfactory. A proposed validator must disclose his/her relationship with the person performing the task if there is an existing relationship and if it forms a conflict of interest, he/her must recuse himself/herself.

  6. After the initiative and related subproject is accomplished, the validator records it in OpenProject as a ¨Accomplished Activity¨ and communicate by email, informing the community about the achievement and incorporating the costs to the approved budget on our Open Project tool. The elected administrators perform the budget registration.

C- Any Governance Member can propose any improvement in this set of Rules:

  1. Suggest a procedure modification sending an email to collaborationagreement@gmail.com (in the future using a set tool - it may be a webform, mobile app, or another method, as long as it is very intuitive, easy to access and remember for everyone without a learning effort)

  2. All current members will have the opportunity to improve the proposal, vote to approve or reject it (70% to accept a procedure modification).

  3. If there any change approvement, we have to modify this webpage.
